Citizens Watch

The Citizens Watch is an old holdover from the days before Arda was large enough to support a full time City Watch. Part militia, part neighborhood watch, the members of the Citizens Watch serve the city in the case of emergencies when extra hands are needed. They also take care of minor issues not worth the time of the full time Watch. In exchange for a two year commitment members get a small monthly stipend and a cot in the Old Barracks headquarters if needed. At the end of their contract members are given an opportunity to reenlist.

Because it is considered easy work and a free place to sleep the Citizens Watch is a popular way for young people to supplement their incomes and save on rent in an expensive city. Such young people make up the majority of the Citizens Watch. The next largest group are upstanding citizens who volunteer their time out of love for their city, kingdom, or god. The rest generally consist of retired members of the City Watch, citizens who do not meet the requirements of the proper Watch, and those convicted of minor crimes who are given an opportunity to serve community service rather than going to jail. Occasionally wanderers or the saner homeless will apply, but unless they are exceptionally skilled it is rare for such groups to actually get into the watch.

The Citizens Watch is traditionally commanded by the lowest ranking officer in the City Watch, in part because it is considered to be an initiation and in part because no one really wants to do it so it gets passed down the chain of command as soon as possible. The commanders rarely even bother to learn the names of their subordinates.
